Guy Willoughby
HALO Chief Executive
Guy founded HALO in 1988 and was its first programme manager in Afghanistan, before being the landmine advisor to UNHCR (Sergio Vieira de Mello) for Cambodia. He has been part of the senior management team for over 20 years, and led assessments into the Balkans and provided highest level political advice on Afghanistan reconstruction. Prior to HALO, he spent two years on an EC famine relief evaluation team for the Horn of Africa. Guy is married to Fiona (a photographer) and they have four children.

Tim Porter
HALO Central Asia Desk Officer
Tim has worked for HALO since 1992, managing mineclearance programmes in Afghanistan and Cambodia, and overseen field assessments in Lao, Vietnam, Sudan and Colombia. As a longstanding senior manager within HALO Tim has been South East Asia Desk Officer, Southern Africa Desk Officer and Central Asia Desk Officer (twice / current).

Richard Boulter
HALO Weapons and Ammunition Destruction Desk Officer
Richard has worked for HALO since 1993. Has managed mineclearance programmes in Mozambique, Cambodia, Angola, Sudan, Sri Lanka and the Caucasus. He now manages the Weapons & Ammunition Disposal (WAD) projects in Afghanistan, Angola, Somaliland and Mozambique. On the WAD programmes HALO partners the national police forces in weapons security matters and the armed forces in ammunition destruction. BEng (hons), MBA.

Grant Salisbury
HALO Southern Africa Desk Officer
Grant has worked for HALO since 2006. He has previously managed a survey in Mozambique and mineclearance operations in Angola and Cambodia. He has also developed methods to boost demining productivity including the deployment and evaluation of new landmine detection technologies in Afghanistan, Angola, Cambodia and Somaliland. He is currently the Desk Officer for Southern Africa providing managerial guidance and support to HALO’s programmes within that region.

Matthew Hovell
HALO Cambodia and Colombia Desk Officer
Matthew joined HALO in 1998 having previously served in the British Army for 10 years. He has managed mineclearance programmes in Angola, Somaliland, Cambodia and Nagorno Karabakh in addition to overseeing HALO’s programmes in the Caucasus and Balkans region from HALO’s HQ in Scotland. Additionally he has carried out assessments and surveys in Eritrea and Kosovo. He is currently Desk Officer for Colombia and Cambodia.

Valon Kumnova
HALO Horn of Africa & Sri Lanka Desk Officer
Valon has worked for HALO since 1999. Has managed programmes in Sri Lanka (immediately post conflict), Azerbaijan (Nagorno Karabakh region) and western Afghanistan and managed demining operations in Kosovo (immediately post conflict), Abkhazia, Cambodia, Mozambique and Georgia (immediately post conflict). He is now the Horn of Africa & Sri Lanka Desk Officer providing managerial guidance and support to HALO programmes within that region. Within the global mine action sector, Valon is one of the most senior managers to emerge from a mine impacted country.

Andrew Moore
HALO Caucasus & Balkans Desk Officer
Former electrical engineer, who has worked for HALO since 2005. Has managed demining operations in Mozambique, Angola, northern Afghanistan and HALO’s programmes in Kosovo and Georgia. Is now the Caucasus & Balkans Desk Officer providing managerial guidance and support to HALO programmes in these two regions.

Luan Jaupi
HALO IT & GIS Desk Officer
Luan joined HALO in 2005 and regularly visits all programmes. He is responsible for all information management and GIS. Bachelor degree in Computer Science.

Anthony Wigan
HALO Finance Director
Anthony is a Chartered Accountant. Early in his career he worked for the Inchcape Group, working for 6 years in the Gulf States, Saudi Arabia, Iran and the Yemen, followed by a stint in the Inchcape London head office working on acquisitions and projects worldwide, before moving on to work in the financial services sector in the City. Since 1992 he has lived and worked in Portugal, for most of this time in the office of STDM, Stanley Ho's private company, set up to monitor and manage his substantial investments in that country. Latterly he spent a year with a British-run Portuguese registered Charity, and has visted the Kurdistan Region of northern Iraq on three occasions, helping to establish an oilfield services company there. He has moved to Scotland to take up his post with the HALO Trust.

Alexandra Price
HALO Finance Manager
Alex has worked for HALO since 2000; based at HALO's headquarters she is responsible for the day to day management of the finance department and ensuring Donor reporting and audits with short term assignments to Angola, Abkhzaia, Cambodia, Eritrea, Kosovo, Mozambique and Sri Lanka. BA Business Management.

Umar Akhukhadzhaev
HALO Mechanical Officer
Umar has worked for HALO since 1997, first in Chechnya and is now based in the UK but visits each programme on a regular basis to instruct HALO mechanical mineclearance operatives.

Diana Roberts
HALO HQ Administrator
Diana joined HALO in 2003 and runs the day-to-day Head Office administration, liaising with HALO programmes and expats, arranging travel and people logistics, is involved with recruitment and human resources. She has visited HALO’s programmes in Georgia and Abkhazia.

Carol Rogerson
HALO HQ Administrator
Carol joined HALO at the beginning of June 2010 and has already visited HALO’s Cambodia programme where she exploded an AT mine (a controlled explosion).
