Management
HALO’s administration is small. There is one executive director, supported
by regional desk officers and a finance department. All spend much of the
year in the field. There is a Board of unpaid Trustees, and two secretaries.
Across the countries in which HALO works, we have 30 expatriate and 7,000
local staff. Great emphasis is placed on developing local management.
Training
The building of local capacity is core to HALO’s ethos. We give training
to our locally recruited deminers, management, mechanics, medical staff,
equipment technicians and drivers. Teams of Mine Risk Education staff are
also deployed to educate those most at risk from the dangers of landmines.
Equipment
Mineclearance teams use a variety of equipment. Each deminer wears protective
clothing and a face visor, and has the most sophisticated metal detector available
(capable of detecting even the minimum-metal ‘plastic’ mines).
Vehicles are required for team transport, casualty evacuation and surveys
- HALO has over 1,250 vehicles, all of which need maintaining and supplying
with spare parts. Nowhere is this more of a challenge than in Africa, where
vehicles operate in extreme conditions. Radio and satellite communications
systems are deployed for safety and co-ordination
between teams and countries.
Medical
Although HALO has an excellent safety record, we maintain a pool
of experienced international surgeons and paramedic instructors who regularly
visit our programmes as volunteers and provide continuation training for
our local paramedics. Comprehensive medical packs are regularly updated.
Pay and Insurance
All of HALO’s demining staff are paid, and insurance cover is provided
through Lloyd’s of London. Local salary costs make up the largest
part of HALO’s budget, followed by initial equipment purchases.
Funding
HALO is funded by a number of generous donors. These include the governments
of: Australia, Canada, Finland, France, Germany, UK, Ireland, Japan, The
Netherlands, Norway, Switzerland, United States of America. Other donors
include - European Commission, Fondation Pro Victimis, The Association
to Aid Refugees (Japan), Tokyo Broadcasting Services, The Princess of Wales
Memorial Fund, United Nations, together with numerous private donations.
These private donors provide critical support in filling the gaps left by institutional donors.
Finance
The HALO Trust and its sister organisation The HALO Trust (USA), Inc. have an average annual turnover of $45 million. Our annual accounts are audited by KPMG LLP and Stan Morin & Associates,
and copies are available on request.
