Cambodia

Landmines laid during the ousting of the Khmer Rouge in 1979 and throughout the 80s and 90s have had a devastating impact on the people of Cambodia. Over 65,000 casualties have been recorded since 1979, resulting with 18,800 people being killed and nearly 45,000 people injured, of whom 9,087 had to have amputation due to their injures.

More than half of Cambodia’s minefields have been cleared and those remaining are largely concentrated in the rural north-west of the country, especially along the Thai border on a 750km mined area known as the K5. As the population expands, families have little choice but to move onto mined land, placing themselves at risk. People like Cheng Seang, who lived near the notoriously dangerous K5 mine belt, live in hope, waiting for things to change.

Clearing landmines & explosives

Teaching people how to stay safe

We employ around 1,200 men and women from mine affected areas in Cambodia to work in minefields all along the Thai border from Koh Kong to Preah Vihear, and also in the south western province of Pursat.. Our teams clear hundreds of landmines every month.

We also respond to a huge number of calls from people elsewhere in the country who have found dangerous explosives that need to be destroyed safely. The threat to the people of Cambodia—from landmines and other dangerous debris left after the war—is extremely high. Children like Arya and Molika, who walk to school right next to a minefield, are particularly vulnerable because of their innate curiosity, so our risk education visits to communities and schools are vital.

Arya and Molika live next to the K5 minefield. HALO is clearing the land round their new school so they will no longer have to walk to class along the minefield or avoid playing on nearby dangerous ground. Molika wants to be a farmer when she grows up and Arya, who loves learning science, wants to be a nurse. Our work to destroy the landmines will ensure Arya and Molika can have the opportunity every child deserves, to grow up safely and realise their potential.

Meet Our Team in Cambodia

Programme Manager
Tobias joined HALO in 2016 as a programme officer. In 2018 he took part in Operations Management training across Cambodia, Abkhazia and Somaliland. He has since worked in Nagorno Karabakh and Ukraine in a variety of roles. He has an MA in International Development from the University of Edinburgh and a BA in Film from the University of California, Santa Cruz.

Tobias Hewitt

Deputy Programme Manager
Sophie joined HALO in 2019 as a Field Officer, completing training in Cambodia, Sri Lanka, and Nagorno Karabakh. She then worked in Somalia as an Operations Officer and Malawi as Project Manager, before becoming Deputy Programme Manager in Cambodia. Prior to joining HALO, she worked in disaster risk reduction in Uganda. She has an MSc in International Development focusing on (post-) conflict and natural disasters from Wageningen University and is IMAS Level 3 trained.

Sophie Schillings

Senior Operations Officer
Angus joined HALO in August 2022 and completed field officer training in Cambodia. He spent two years as Unit Commander with the HALO Laos programme, before returning to Cambodia to lead cluster munition clearance in the east of the country.

Prior to HALO, he served in the Australian Army as a sapper in the Royal Australian Engineers, and worked in public relations in the construction sector. He holds a BA in Journalism from the University of Queensland and an MBA from Southern Cross University.

Angus Coleman

Unit Commander
Un Ek joined HALO in 1996 as a deminer. Quickly working his way up to Section Commander and Field Officer, Un Ek was promoted to Quality Assurance and Training Officer in 2013. In 2020, Un Ek was promoted to Head of QA and Training; a role which sees him manage the training and recruitment requirements of the programme. Since 2023, Ek is Unit Commander of Kamrieng’s location.

Un EK

Operations Officer
Simon joined HALO in 2021 as a Field Officer Trainee in Cambodia. In March 2022, he joined the HALO Cambodia program as the Operations Officer. Prior to joining HALO, Simon worked in the humanitarian sector with several NGOs implementing health, food security and livelihoods programs. He holds a Masters of Public Health (MPH) from City University London and IMAS EOD Level III qualification.

Simon Lokomo

HQ Office Manager
Sophy joined HALO in 2018 as a translator. In 2019 she became a Data Management Officer with the ICT Team to QC data and update the database. She worked as HR Administrator for a few months before transitioning into her current Office Manager role at Cambodia HQ in June 2021. She supports the work of all departments and organises national and international staff. Sophy holds a bachelor degree in Law.

Phonn Sophy

Operations Manager (Clearance)
Ny Ra manages the deployment and quality control of over 850 mine clearance staff in Cambodia. He has been working for HALO in a variety of operational roles across Cambodia since 1996. Ny Ra also served as Senior Operations Officer in Laos in 2012-2013, recruiting and managing 100 location staff, and established HALO’s HSTAMIDS project in Afghanistan in 2008.

Unit Commander
Nil joined HALO in 1994 as a deminer working in Siem Reap province. Step-by-step, he was promoted to Section Commander, Field Officer and Supervisor before taking up the role of Location Manager in 2008. Since then, Nil has managed three of the programme’s regional headquarters as location manager. Nil is married with three children, and in his spare time runs his own longan farm.

Nhim Rina

Operations Manager (Planning)
Saro has worked for HALO since 1998 and previously worked as an interpreter for UNTAC. Currently responsible for operational planning and liaising with Cambodian authorities, Saro has managed all three of HALO Cambodia’s regional headquarters and spent a year as the programme’s Training and Quality Assurance Manager.

Mao Saratharou

Unit Commander
Ty joined HALO in 1999 first as an interpreter, thanks to his English skills honed in his previous career in hospitality. He has served in many different roles since joining HALO, including as a Field Officer, Head of Mechanical Assets, Assistant Survey Officer and Assistant Location Manager. He is currently the Location Manager of HALO Cambodia’s newest location office in Thma Da. Ty is married with two children.

Tieng Ty

Training/QA Unit Commander
Neak Sokha joined HALO in 1996 as a deminer. He was promoted to be an Assistant Training Officer in 2013, and Quality Assurance and Training Officer in 2020. Currently, Sokha is acting as Head of QA and Training. He is responsible for leading all the programme’s training courses for both international and national staff, and managing lesson delivery, equipment, instructors, and materials as required across the HALO Cambodia programme.

Survey/EOD Unit Commander
Phoeut Phy has worked for HALO as a deminer since 1996. He became Section Commander in 2000, Field Officer in 2001, and Survey Officer in 2006, managing four people. In 2010, Phy became Survey Supervisor/Sub Unit commander, responsible for the programme’s twelve Survey/EOD teams, across Cambodia. In 2023, Phy became Survey/EOD Commander, responsible for a wide array of tasks such as the creation of work-plans, the conduct of pre-clearance assessments, explosive ordnance disposal, as well as risk education, and the surveying and clearance of minefields.

Survey Operations Officer
Olivia joined HALO in August 2022. She undertook her Field Officer Training in Cambodia in December and joined the programme as Operations Officer in February. Previously, she worked with children with disabilities and their families in the UK, and then lived and worked in Latin America with NGOS focussed on addressing homelessness and community empowerment. She received a BA degree in Global History, Spanish Language and Literature from the University of Oxford in 2017. She completed her IMAS level 3 EOD training in Afghanistan in 2023.

Olivia Homewood

International Finance Manager
Amrit joined HALO in May 2023 as International Finance Manager in Iraq, moving to HALO Cambodia in September 2024. Prior to HALO, Amrit worked at BBC Media Action, Finn Church Aid and Oxfam in Nepal for finance and business support. Amrit has a masters degree in business studies from Tribhuvan University.

Operations Officer
Oliver joined HALO in January 2024. He completed field officer training in Cambodia in July that year and joined the programme there in August as an operations officer, with a focus on cluster munitions clearance in the east of the country.

He has an MA in Global Security and Borders from Queen's University Belfast, and passed IMAS EOD Level 3 in Laos in December 2024.

Oliver Wilmont

Deputy Unit Commander
Jakob joined HALO in August 2024 as a field officer, completing training in Sri Lanka and Cambodia. Prior to joining HALO, he worked in the water, sanitation and hygiene sector as a technical officer with emergency deployments in Malawi, Turkey and Vanuatu.

Jakob has a BA in Peace and Conflict Studies and an MA in Disaster Management.

Deputy Unit Commander
Hente started the HALO field officer course in January 2024. Upon completion in July, she joined the Cambodia programme as Deputy Unit Commander in Anlong Veng and currently supports the Kamrieng location in the same role.

Prior to HALO, Hente worked for a Dutch NGO assisting refugees. She has a BA in Cultural Anthropology from Leiden University, an MSc in Conflict Resolution from the University of Amsterdam and an MA in Military Strategy from the Dutch Defence Academy.
